Pete has been Managing Director of Pelagian Ltd since its inception in 2005. He has a military engineering background coupled with over 35 years of subsea cable experience in the telecommunications, power, renewable energy and defence sectors. Having worked for companies such as Wimpol, Cable & Wireless Marine, Global Marine, Tyco Telecommunications as well as Pelagian, he has considerable experience of managing subsea cable projects from initial feasibility study through to final commissioning.

Pete is a qualified civil engineer, former commercial diver, Cat A hydrographic surveyor and cable permit acquisition specialist.

In his spare time he enjoys racing classic and historic cars.

Justin Hawkins joined Pelagian in 2007 and has over 35 years of offshore expertise. He has held several roles including Senior Subsea Cable Engineer and Principal Consultant.

His current role is our General Manager providing key expert consultancy in cable route engineering, desk top studies, geospatial data management, cable burial risk assessment and cable decommissioning and recycling.

Prior to joining Pelagian, Justin had a successful and diverse career in the offshore survey, cable installation and renewable energy sectors, working for Fugro, Alcatel Submarine Networks and RWE among others, specialising in seabed mapping and cable burial risk assessment. He is degree qualified in Surveying and Mapping Sciences.

Outside of work, Justin is a keen music enthusiast, Arsenal supporter and theologian.

Rupert joined Pelagian in 2006 and has overseen the steady growth of Pelagian’s offshore personnel department in the subsea telecom and renewable energy sectors. He is responsible for finding the right candidates to fill a variety of offshore roles.

Rupert studied Mechanical Engineering, specialising in offshore construction and fluid mechanics. He has a strong background in logistical planning gained with the British Army and as a project manager in construction.

In his spare time, he likes to get out and cycle the lanes of Wiltshire and the Cotswolds and makes models in his garden shed.

Chris joined Pelagian in 2017 and serves as our director for Network Construction. He is highly experienced in permit negotiations and acquisitions across a variety of different complex regulatory environments, from the Middle East to Mainland Europe.

Chris has provided project management services to a variety of companies including the TATA group and Seacom.

Outside of work, Chris enjoys exploring new places, scuba diving, and spending quality time with his grandchildren.

Perry has over 35 years of offshore expertise and joined Pelagian in 2019. His previous role was as our Commercial Director.

Perry currently serves as a Managing Consultant providing subject matter expertise in the construction and project management of fibre systems.

Prior to joining Pelagian, Perry was a Master Mariner, Project and Programme management professional, he has held numerous senior management positions in Offshore Wind, Diving, Wave Energy, Tidal Energy and Vessel management working with companies including Global Marine, Briggs Marine, Subocean, Technip and REDS.

In his spare time Perry enjoys family time, travel, match days at Bath Rugby and long walks with his Springer Rocco.

Alex joined Pelagian in 2023 and has over 10 years’ experience working within the subsea cable industry with a strong background in acquiring permits for complex, large-scale subsea cable projects worldwide. Alex is adept at engaging with governmental agencies, clients, and stakeholders to ensure timely approval, even under significant operational pressure or within politically sensitive regions.

Alex also co-chairs the Technical and Regulatory SubGroup (TRSG) within the European Subsea Cables Association (ESCA).

Outside of work, Alex cherishes time with his three young daughters. Life as a busy dad is packed with energy, laughter, and the occasional chaos. He tries to squeeze in a few rounds of golf —though sometimes it’s more about escaping the glitter and glue than perfecting his swing.

Amanda joined Pelagian in 2009 as Head of Finance and has overseen the financial growth of the company from its early days as a start up to where it stands today.

She started her financial career working in corporate banking in the City of London, gaining her Chartered Banking qualifications from LIBF and dealing with a broad spectrum of banking customers from medium sized businesses to global conglomerates.

After 12 years, a desire to relocate out of London prompted a move away from banking into the wider financial world and she gained an MBA from Bath University, where she specialised in strategy and finance. Following her MBA, and before moving to Pelagian, Amanda went to work in international credit control, heading up the EMEA reseller credit department for a global computer company.

Outside of work, Amanda mostly runs around after her busy teenagers and has recently started bellringing at her local church.

Chloe joined Pelagian in 2025 as a Senior Permit Manager. She is a qualified marine biologist and worked in the marine survey industry before joining the subsea cable industry in 2021, where she worked in permitting for GMSL.

At Pelagian, Chloe is primarily responsible for managing permitting projects associated with the survey, installation and maintenance of subsea cables across the globe.

Chloe plays a crucial role in understanding permitting complexities and de-risking a project to ensure a streamlined process when it comes to subsea cable operations. With experience in navigating politically sensitive maritime areas, Chloe liaises with authorities, stakeholders, agents and port authorities worldwide to avoid permitting delays and obtain permits whilst under pressure. Chloe also co-chairs the European Subsea Cables Association (ESCA) Technical and Regulatory Subgroup (TRSG).

In her spare time, Chloe enjoys scuba diving, spending time with family and nice long walks with her dogs, Eric & Edie.
