Global Permitting Consultancy

Pelagian are acknowledged global experts in marine permitting and provide detailed up to date information on the full range of permits required for a subsea cable project, from Operator’s Licences, Permits in Principle, Environmental requirements through to permits for marine operations.
Pelagian’s consultants investigate and identify all the necessary permits and notifications to fulfil the requirements of government, military and environmental agencies and other maritime stakeholders.
Pelagian has developed a bespoke permit management system for the research, procurement and tracking of permits for the duration of the project lifecycle. The system is GIS based and provides a continually updated matrix utilising a map overview of the cable route, which gives a status report of the permit process for each country based on its established maritime boundary limits.

Management of Seabed Stakeholder Assets

Pelagian are specialists in the management of work around existing seabed infrastructure. We provide a comprehensive stakeholder management service to cable owners, survey companies and cable installers, managing vital geospatial information when crossing or working close to seabed assets such as oil industry pipelines, wind farms and existing subsea cables.
We investigate and identify all the relevant seabed stakeholders, providing them with detailed activity notifications; enabling survey and installation operations to occur over their assets with safety and due diligence.

Marine Environmental Management

Pelagian provides a comprehensive environmental management solution to its customers when working in the world’s environmentally sensitive areas.
Our specialist marine ecology team provides detailed analysis of marine ecosystems, which includes extensive knowledge of working in Posidonia Seagrass areas. We advise cable owners and installers of safe cable routeing and installation techniques for these fragile habitats.
Pelagian uses a bespoke GIS based management system for the research and mapping of existing and planned protected seabed habitats at both global and national levels, including National Parks, Marine Protected Areas and sensitive coastal regions.

Case Study: Italy to Tunisia Power Cable Permit Study

Pelagian were contracted by a major international engineering consultancy to provide expertise on permits for a proposed HVDC power cable between Italy and Tunisia in the Mediterranean Sea.
The study researched the maritime jurisdictions of each of the countries crossed by the proposed cable and the permitting and regulatory requirements for the survey and installation of a subsea power cable.
The work scope also researched the environmental requirements at the landing points and coastal shelf areas and also stakeholder requirements for the crossing of a significant number of active telecom cables and oil/gas lease blocks.

Case Study: Caribbean Sea Concession Block Stakeholder Agreements

Pelagian were contracted to provide expert permitting consultancy services for a telecom project in the Caribbean Sea.
The work scope consisted of researching the extents, activity and operational status of offshore oil/gas concessions off the northern coast of Colombia. After completion of the research, the work encompassed negotiations with the lease block owners to define a safe corridor for the planned cable route through the area.
Pelagian used its extensive knowledge of worldwide oil/gas concessions to develop a permit management system which was used to track the requirements, progress and costs associated with each lease block crossing.

Case Study: International Cable System Permitting Consultancy Services

Pelagian were contracted to provide permitting and regulatory services to a major International Cable System project, working on behalf of the cable installer and system owners.
The work scope consisted of data gathering for countries in Europe, the Mediterranean and the Far East segments of the cable system.
Challenges included the negotiations with French authorities on landing point selection and the crossing of areas of Posidonia Seagrass and sensitive negotiations in Thailand where the cable is planned to pass through a protected area. These negotiations informed both government and the cable owners of the specific requirements to minimise environmental impact to achieve a successful cable route.

Case Study: Main One Permitting Consultancy Services

Pelagian were contracted to provide permitting and regulatory services to the Main One Cable System project, working on behalf of the cable installer and system owners.
The work scope consisted of detailed in-country data gathering at a diplomatic level in all but one of the North and West African countries from Morocco to Nigeria and development of the data into a sophisticated permit management system which was used to track the requirements, progress and costs associated with each country.
The permit work encompassed detailed knowledge of government and regulatory requirements for cable landing points, work in Territorial seas, traverse of EEZ waters, crossing of oil/gas concessions and negotiation of agreements for both survey and cable installation. The work was successfully completed without delay or penalty, considered a first in the history of a West African cable project.
